Yeah, not a huge amount of time, but just about enough to create the effect he was after.

Aha – looks like he’s doing an online review for a Neutral Density (ND) filter for his SLR.
Basically, a Neutral Density filter cuts a large amount of visible light (that black disc he’s holding in the linked page) – so in bright daylight you can get a really slow shutter speed – enough to make all the moving pedestrians merge into a blur while this bloke and his mate stand still. Interesting effect. He still would have looked like a clown in this position though.
